RERA Tamil Nadu: Registration Process, Documents & Services

May 07, 2026

Introduction

Buying a home is one of the most significant financial decisions a person makes. Before RERA came into force, the real estate sector in India had long struggled with delayed projects, incomplete disclosures and limited recourse for buyers. The Real Estate (Regulation and Development) Act, 2016, changed that. It created a structured, accountable framework that applies equally to buyers, promoters and agents.

In Tamil Nadu, this framework operates through the Tamil Nadu Real Estate Regulatory Authority, or TNRERA. This guide covers how TNRERA works, who it applies to, how the TNRERA registration process works and what services it offers to each type of stakeholder.

What is RERA?

The Real Estate (Regulation and Development) Act was enacted by the Government of India in 2016. Its purpose is to bring transparency, accountability and fairness to property transactions across the country. Before the Act, buyers had very little structural protection. Developers could advertise and sell units in projects that lacked the necessary approvals, and there was no mandatory disclosure framework.

RERA changed this in several ways. Promoters must now register projects before any marketing or sale activity can begin. They are required to deposit 70% of collections from buyers into a dedicated escrow account, which can only be used for the specific project. This prevents funds from being diverted to other developments. Both promoters and buyers are also held to equal standards: if either party defaults, the same rate of interest applies to compensate the other side.

What is TNRERA?

The Tamil Nadu government established TNRERA in 2017 under the authority of the parent RERA Act. Its primary objective is to regulate real estate transactions within the state and protect the rights of both homebuyers and developers. TNRERA jurisdiction covers Tamil Nadu and extends to the Andaman and Nicobar Islands.

Registration under RERA Tamil Nadu is mandatory for:

  • Real estate projects where the land area exceeds 500 sq. mt.
  • Projects that involve eight or more under-construction apartments.
  • All real estate agents operating in Tamil Nadu, regardless of project size.

Projects that obtained a completion certificate before the Act came into force are exempt. However, ongoing and new projects that meet the thresholds above must register before any advertisement or sale.

What Are the Benefits of Registering Under TNRERA?

Registration provides concrete advantages for all parties involved in a transaction:

  • Transparency: All project details submitted by promoters are publicly accessible on the TNRERA portal. Buyers can verify approvals, timelines and other disclosures before committing.
  • Timely project completion: Registered projects are bound by declared completion timelines. Delays require the promoter to compensate buyers or apply for a formal extension.
  • Reduction in fraudulent practices: The mandatory escrow requirement prevents fund diversion and reduces the risk of abandoned or stalled projects.
  • Redressal mechanism: Buyers, promoters and agents can all file complaints through the TNRERA portal. The authority has a structured grievance process with defined timelines for resolution.

TNRERA Registration Process

The Tamil Nadu RERA registration process is conducted through the official portal at rera.tn.gov.in. The steps are as follows:

  • Visit rera.tn.gov.in and navigate to the relevant registration option: Online Registration for Projects or Online Registration for Agents.
  • Fill in the application form with project or agent details as applicable.
  • Upload the required supporting documents.
  • Pay the applicable registration fee through the portal.
  • Submit the application.

Once submitted, TNRERA reviews the application and typically issues the registration certificate within 30 days, provided all documents are in order. TNRERA registration for projects is valid for the duration declared at the time of registration. Agent registrations are valid for a fixed period and require periodic renewal.

Services Under TNRERA

For Homebuyers

TNRERA services for homebuyers cover two main areas. First, buyers can access records of all registered projects on the portal, including approvals, timelines and promoter disclosures. This helps verify a project's status before committing funds.

Second, if a developer fails to meet obligations under the Act, buyers can file a complaint online or offline. Complaints are submitted using Form M (addressed to the Tamil Nadu Real Estate Regulatory Authority) or Form N (addressed to the adjudicating officer). Both modes have been accepted since 1 November 2021.

Filing a RERA complaint in Tamil Nadu requires creating an account on the portal, entering the complainant details and uploading relevant documents. Payment of the complaint fee can be made online or offline.

For Promoters

Promoters can register new projects, apply for registration extensions under Section 6 of the RERA Act and submit mandatory quarterly updates on registered projects. All project details, including approvals obtained and units booked must be uploaded and kept current on the portal.

For Real Estate Agents

Agents can file complaints through the portal, renew their registration and update their records. Like promoters, agents who fail to register are liable for a fine or imprisonment under the Act.

Conclusion

TNRERA has brought measurable structure to Tamil Nadu's real estate sector. Buyers have access to verified project information and a clear complaint process. Promoters and agents operate within defined obligations with transparent accountability. Anyone buying a home in Tamil Nadu should confirm TNRERA registration through the official portal at rera.tn.gov.in before making any payment or signing any agreement.
